Interpretation:
I would add 'domestic'(domestic & foreign) to the quote eliminating the value of the kind of policy, but making it a good policy in general, no matter what the type or the hype.
It is not the only principle, just the first ... in it's foundation and priority.
We could learn a lot from the 'emperor' penguin and the 'little blue' penguin as well.
